Further Site Update

The site's undergone another sprucing - mainly to make the Welcome page more useful. It now shows the most recent news items, allows direct access to the news archives and the tag cloud, features quick links to new and upcoming projects, and should hopefully now be the best way to enter the site and keep updated on new information.
